offers Business Incentives to New
and Existing Business Projects |

(The following Business Incentives are available through Barber County
Development, Inc. provided the Business meets the criteria set forth
in the guidelines)
1. Land-cost Reduction:
Reduce start-up investment costs. Reducing the land cost dependent on
the number of jobs created, capital investment, and most importantly
on the ownership of the land.
2. Facility Financing: Reduce annual operating costs
through interest-rate reduction. Loans could be discounted or interest
free. Funds could be provided from a local pool (which could be a group
of already existing businesses in the county) targeted for economic
development projects.
3. Micro Loan Program: The goal of the Micro Loan Program
is to aid in expanding or start up businesses who hire persons in the
low and moderate income level. The Micro Loan funds may be used-in such
a way to provide jobs and business or as a loan along with a cooperating
bank in Barber County. The maximum loan size is $15,000 to be used by
an entity with five or fewer employees, one or more of whom owns the
business. (Barber County has this)
4. Property Tax Exemption: The board of county commissioners
or the governing body of a city may exempt certain business property
from property tax. Qualifying properties must be used exclusively for
manufacturing articles of commerce, conducting research and development,
or storing goods or commodities that are sold or traded in interstate
commerce. The tax exemption includes all or any portion of the appraised
value of buildings, commensurate land and improvements, and associated
tangible personal property. Property additions and expansions of existing
businesses are eligible for the property tax exemption if new jobs are
created as a result of such activity. A total or partial property tax
exemption may be in effect for up to ten years after the calendar year
in which the business commences its operations or an expansion is completed.
This describes our existing Neighborhood Revitalization Program that
Barber County has.
5. Infrastructure Assistance: Provide Local funds to
develop on-site infrastructure, or the infrastructure supporting the
site, e.g., utility and road extension.
6. Start-up Assistance: Local assistance with relocation
and operation start-up that apply mainly to equipment. A one time offer
of sales tax exemption based on the number of jobs. Also available for
existing business expansion.
7. Utility Reductions (electric, gas, water, and sewer):
Reduced annual operating costs through reduction of utility rates. Electric
power costs can frequently be reduced through economic development riders.
Water and sewer rates can be best negotiated in areas with significant
excess capacity.
8. Customized Training: Training would apply to all
skill levels. Training costs could include instructor salaries, curriculum
planning and development, travel, supplies, manuals, and minor training
equipment. Utilization of a local community college or technical school
to develop a long-term training program. There are KIT and KIR grants
in place through the Department of Commerce. Explore options to form
a partnership with our local Colleges (Pratt & Northwestern Oklahoma
State University & Technology Center) to conduct training.
9. Site Prep Work: Free/discounted site work preparation.
